System 7 Pro is on the Apple Legacy Recovery CD:

If you have BII running, the images can be mounted with DiskCopy and the System can be installed to a new volume.

I'm not talking about System 7 Pro I'm talking about Performa 7.1P

Ah, I see.
The Performa systems are on the same CD.
If you check for the "Performa System SW Read Me" you may find what you are looking for.

Earlier Performa System 7.1p were on floppy disks, but how do you use it on a Basilisk II emulator.

Thats right. I would set up OS7.6 with BII, mount the images with DiskCopy and install to a second volume.
Thats how I did it, kind of, probably there are more elegant solutions as well.

Did you read this article:

If you using Windows PC, just follow the instructions given inside the "...in emulators using CD without Hard Disk Files folder or floppy" section. If you using Mac OS X, you must install VMWare Fusion/Parallels Desktop to install Windows or just use Boot Camp.

Hardfiles for BII or SS can be created in the GUI with the "Create" button.
You may also try this 7GB one:

There is also a 7.5.5 emulation boot image in the uploaded games area.
(The link seems to trigger the spam filter, somehow)

I use the standard Hard Disk Utility application to create disk images (*.dmg, even) related for emulation.
Needs to be initialized within the emulation first, before using it.
