I don't understand,

this is not just "a file", it's the Basilisk Emulator,
and a DIskDrive image which has the Mac OS 8.1, which I installed from my Original Mac OS 8.1 CD
the Whole Drive is 2Gb plus a secondary 650Mb image drive of data so I could fit all the Apps and games I download from here.

All within my Host Windows XP running from a Toshiba A-25, P4, 2.6Ghz
It's a nice Laptop Computer (though big for a lap)
but I haven't had a single problem in the almost 6 years since I've had it.

What do you mean by "an OS 8.1 rom file"?

The ROM is specific to the computer, not the operating system.

Check the guides section of this site for help setting up the emulators.

Oh oops thought you where on a mac, then you would be able to give me the specific files to run the Basilisk Emulator.

Thanks anyway.

The files are the same for Windows and Mac,

You need (of course) the Basilisk Emulator and a ROM file to make it work (I use a Quadra ROM)
you also need to create an Image Drive with HFV utility included in Basilisk
and install the OS of your taste (System 7.5 OS 8.1)

that's all.

For a ROM file, google for redunant robot and go to its SheepShaver tutorial.

TheRaven,

You can download an OS 8 disk image from bit torrent and install it yourself to a blank hard disk image. Check the "guides" section of this site for details. You can also find, probably, a disk image containing a pre-installed version. Just do a torrent search somewhere.
