From memory it's part of System 7.5, and maybe System 7.1.
Are you running something that needs it ?

This one also contains the Charcoal Font (missing in the SDK). Check comments on that page for a working download link if the Macintosh Garden link is still broken. Contains just the Control Panel and INIT plus fonts, not the SDK, so its also a smaller download.
